Cinema film is shot using a frame rate of 24 frames per second. In order to store this on DVD or transmit it on NTSC (at 60 frames per second) or PAL (at 50 frames per second) they show each frame twice and sometimes 3 times to fill in the gaps. This is called Cinematic Frame Rate Converson (CFRC) and stops flicker on the screen.
