Problems
1. User can not test refresh rates to see if they are supported
2. User can not test to see if internal refresh rate changer is working
3. With AMD cards the over-scan often changes with changes of refresh rate, the user can correct this on the desktop, but if it happens for first time while playing a movie user gets confused (I have seen this happen >3x on the forum).
4. Too many options presented all at once
5. Requires user to have an understanding of refresh rates + fps matching etc...
6. A lot of text to read and process
7. There are mistakes eg. refering to 50fps as PALHD and it's the whole ATSC/NTSC is technically incorrect. The Name column is redundant and doesn't do anything except allow the user to select the default resfresh rate
Main Screen:
Choose Supported Refresh Rates
Clicking "Choose supported refresh rates" displays the dialog box with all the refresh rates that you can test.
The following refresh rates will be ticked by default 24,50,60hz (+ the current refresh rate the desktop is using right now)
After clicking "ok" the configuration automatically repopulates the refresh rate field based on what is available, picking the best available refresh rate for each entry.

Test Button
Clicking test will test the refresh rate and will change back automatically if the user doesn't click "YES" within 10 seconds.
Test will be performed on the display that is defined under MP:General:Start/Resume:Start Screen
Manual Editing:
The manual table by default has the following settings

Only the last 2 columns are editable. The user can not add / remove rows.
As above when the user chooses the refresh rates the table is auto populated.
Use default refresh rate:
Use default refresh rate displays "FPS | HZ" in the dialog box, eg. "24fps | 24hz" and lets you choose any row from the table
Refresh rate for live tv:
Refresh rate for live tv displays "FPS | HZ" eg. "50fps | 50hz" in the dialog box and lets you choose any row from the table
