Text in textboxscrollup 'pops' in on the bottom rather than scrolls in smoothly

Description of Change

The method of scrolling in a textboxscrollup has changed so lines do not 'pop' in if the height of the control is not accurate to the pixel. Further, using linespacing other than 1 did stretch the height of the control, which had to be "corrected" by the skinner to get back to the intended height. 

Although this change should not require skin changes, it means skins using textboxscrollup with linespacing no longer need to adjust the height of the control to work around this bug.  

Therefore, IF a skin uses linespacing with textboxscrollup, some adjustments to the height of the textboxscrollup control may be required.
